Mutual Board

Dr Gannon was appointed to the Insurance Board in November 2020.

Dr Gannon is an Obstetrician & Gynaecologist in private practice in Perth. He is interested in medical problems in pregnancy, high risk pregnancy and stillbirth prevention.

Dr Gannon is Chair of the Medical Advisory Committee at St John of God Subiaco Hospital and Chair of St John of God Healthcare's national Obstetrician & Midwifery Morbidity & Mortality Committee.

Dr Gannon was appointed to the Board of Amana Living in 2021 and elected to the Board of the Western Australian Cricket Association (WACA) in 2022. He is a Fellow of the Australian Institute of Company Directors (FAICD).

Dr Gannon graduated from the University of Western Australia, before training at Royal Perth Hospital, King Edward Memorial Hospital, the Rotunda Hospital Dublin and St Mary’s Hospital London.

Dr Gannon was Federal President of the AMA from 2016 to 2018 and President of AMA WA between 2014 and 2016. He was Chair of the Federal AMA Ethics & Medicolegal Committee. He was a member of the National Health and Medical Research Council (NHMRC) between 2018 and 2021.

Dr Gannon is also a member of the Mutual Board (since June 2018) and was elected as its President in November 2020. Dr Gannon has a long association with MDA National, joining as a medical student, serving as a member of the President’s Medical Liaison Committee, and as a member of MDA National Insurance's Cases Committee (Western/Central) since 2011.

Dr Gannon is also a member of the MDAN Group's Capital Committee, Nominations & Remuneration Committee (appointed as Chair in July 2023), Remuneration Committee and Clinical Underwriting Committee.

Dr Benson is a clinician, educator and healthcare innovator whose work spans frontline general practice and the emerging technologies reshaping modern medicine. He is a specialist GP in an independent clinic in Melbourne's north, bringing a front line perspectives to the Board.

Originally trained in the United Kingdom, Dr Benson worked across a range of hospital specialties before specialising in general practice. He holds an appointment as Adjunct Professor at RMIT University and is a University of Melbourne GP Supervisor and an AGPT Trainer, reflecting a sustained commitment to medical education and the development of the profession. He previously served on the RACGP's education expert committee from 2016 to 2018.

Dr Benson's wider work sits at the frontier of clinical practice, including the responsible application of artificial intelligence and digital health tools, and the growing role of genomics in everyday medicine. He is focused on how these advances can be translated into general practice in ways that are safe, evidence-based and clinically meaningful.

Dr Benson was elected to the Mutual Board in November 2018. He served as Chair of the Finance Committee from November 2020 to February 2022 and was elected Vice President in February 2022. He is also a member of the MDAN Group's Capital Committee, has served on management committees in Australia and the United Kingdom, and holds a number of representative roles.

Mr Agnew was appointed to the Mutual Board in July 2023. He joined the MDA National Insurance Board in April 2015 and was elected as Chair from 1 July 2023. He has been a member of the MDAN Group’s Capital Committee since August 2015 and was appointed as the Chair in November 2016. He is also a member of the Nominations & Remuneration Committee, Remuneration Committee (of which he is Chair), and was previously a member of the Audit Committee and the Risk Committee. Mr Agnew was the Group CEO of RAC (Western Australia) until March 2019 and was previously Managing Director of SGIC Holdings Ltd, a general insurance and health insurance organisation in South Australia.

Mr Terry Agnew is a highly experienced CEO and non-executive director. He has worked across a range of industries including insurance, financial services, travel and tourism, education, disability and care and membership organisations.

Mr Agnew is a Director of HCF and is a recent Chair of the Business Council of Cooperatives and Mutuals (BCCM) and also of Edge Employment Solutions (a disability employment service). He was a Director of RAA Insurance until June 2025 and of Infrastructure WA until August 2024. He was an inaugural member of CEOs for Gender Equity and is a member of the Curtin University Council (where he is the pro Chancellor). Additionally, he Chairs the Expert Advisory Panel of the AAA Road Safety Research Program.

Mr Agnew is a Fellow of the Australian Institute of Company Directors (AICD) and is the President of the AICD WA Council. He is also a Fellow of the Australian Institute of Management (and has previously been the National President of AIM), is a Senior Fellow of the Financial Services Institute of Australia (Finsia) and is a Member of the Australian Institute of Engineers.

Mr Agnew was educated in Adelaide, Perth and Boston and his qualifications include MBA, M.Sc., B.E. (Hons) and the Harvard AMP. He is an Honorary Doctor of Curtin University.

Dr Glennon was elected to the Mutual Board in November 2023. Dr Glennon is a Consultant Geriatrician at Sir Charles Gairdner Hospital in WA with over 20 years clinical experience in the public health sector and a special interest in Orthogeriatric and peri-operative medicine. She is an experienced Non-Executive Director and Fellow of the Australian Institute of Company Directors with expertise in safety and quality and clinical governance. Dr Glennon has previously served on an Health Service Provider Board and is currently Deputy Chair of Southern Cross Care WA, an Aged Care, Mental Health and NDIS provider. These roles have provided her with a sophisticated understanding of the structural, regulatory, financial and political dimensions of both the health and aged care sectors.

As an experienced geriatrician, Dr Glennon is committed to enhancing the healthcare of older adults in WA and actively participates in healthcare reform at a system level, serving on multiple state advisory committees and project reform teams related to emergency access, demand and capacity optimisation, safety and quality and aged care reform.

Dr Glennon has a long history of engagement in medical education at both the undergraduate and postgraduate levels. Her involvement spans medical student and physician teaching and training in addition to being an examiner for the Royal Australasian College of Physicians. Dr Glennon is also a member of MDA National’s Audit Committee and a past member of the Group Capital Committee.

Dr Jones was elected to the Mutual Board in November 2025.

Dr Jones is a fellowed specialist GP actively working in the community across both community and tertiary settings in South East QLD. She is a sitting member for the RACGP Expert Committee - Funding and Health System Reform and for the RACGP Working Group - Regulation and Compliance and is also the Clinical Editor for PHN Darling Downs and West Moreton HealthPathways.

In addition, Dr Jones is a provider of medicolegal reports including provision of expert medical opinions in cases of medical malpractice cases. Dr Jones is currently undertaking the Graduate Certificate in Business Administration with Melbourne Business School.

Dr Hollands was appointed to the Mutual Board in August 2017 to fill a casual vacancy and was subsequently elected in November 2017. He also serves on MDA National Insurance's Cases (Eastern) Committee, of which he is Chair. Dr Hollands has previously served on the Mutual Board between November 2013 and November 2016. Dr Hollands was appointed to the Insurance Board in November 2023.

Dr Hollands is a General Surgeon at Westmead Hospital (NSW) and is Clinical Associate Professor of Surgery of the Western Clinical School of Sydney University. He has postgraduate training in gastro-oesophageal and hepatopancreatobiliary surgery.

Dr Hollands trained at St Vincent’s Hospital in Sydney, and later at The Royal Postgraduate Medical School and Guys Hospital in London. He then worked in Beth Israel Hospital and Harvard Medical School (Boston) and Queen Mary’s Hospital (Hong Kong) before joining the staff at Westmead in 1986.

Dr Hollands has Fellowships in surgery from The Royal Australasian College of Surgeons (RACS), the Royal College of Surgeons of England and the American College of Surgeons. He was formerly Chair of the Early Management of Severe Trauma Committee and the NSW Regional Committee of RACS when he played a significant role in tort law reform in NSW.

He was elected to the Council of RACS in 2006, served as Treasurer from 2010 to 2011, and was elected President in 2012. He was the Chairman for the Committee of Presidents of Medical Colleges from 2012 to 2014.

Dr Hollands was previously the Chairman of the Health Care Quality and Safety Committee for Western Sydney Health District, having retired from the position in early 2021. He was recently a member of the Expert Advisory Group established by AHPRA to review revalidation in Australian medical practice. He also is a member of the Australian Institute of Company Directors.

Dr Naidoo was elected to the Mutual Board in November 2018 and served as Vice President from November 2020 until February 2022. Dr Naidoo is a specialist medical administrator with experience in clinical and executive roles in both the public and private health sectors. She is a Graduate of the Australian Institute of Company Directors and holds a Masters in Health Management and dual fellowships with the Royal Australasian College of Medical Administrators and Australasian College of Health Service Management.

Dr Naidoo is also the Chair of MDA National’s Queensland State Advisory Committee, is a member of the MDAN Group’s Risk Committee and past member of the MDAN Group's Nominations & Remuneration Committee.  

Dr Pascott has been a member of MDA National throughout her professional career and was elected to the Mutual Board in November 2016. She is a current member of the MDA National Group Capital Committee and previous member of the risk and audit committees.

An experienced general practitioner and previous medical director at the University of Western Australia, Dr Pascott is a medical advisor within the WA Department of Health, Clinical Excellence Division.

Dr Pascott is a graduate of the Australian Institute of Company Directors and holds a Master of Public Health and Master of Health Leadership and Management.

Dr Anna Windsor was appointed to the MDA National Board in March 2023 to fill a casual vacancy and was subsequently elected in November 2023.   

Dr Windsor is Director of Medical Services at The Wesley Hospital in Brisbane and an experienced medical executive with expertise in clinical governance, patient safety, medical workforce, health service leadership, risk management and organisational strategy.

She has held senior leadership and advisory roles across the public, private and not-for-profit health sectors. Most recently, she led the Tranche A clinical implementation of the Single Digital Patient Record (SDPR) program across 44 NSW hospitals, driving large-scale digital transformation to support safer, more integrated patient care. She is also a member of the NSW Mandatory Training Standing Committee, contributing to statewide governance of mandatory workforce education, and serves on the Australian Orthopaedic Association Accreditation Committee, supporting the accreditation and quality of orthopaedic training across Australia.

Dr Windsor is a Fellow of the Royal Australian College of General Practitioners and has practised across metropolitan, rural and remote Australia. Her career spans clinical practice, executive leadership, medical education and health system reform, providing a broad perspective on the challenges and opportunities facing the medical profession. She holds a Master of Business Administration (MBA), is a Graduate of the Australian Institute of Company Directors (GAICD), and has completed executive education in strategic management and leadership.

Dr Windsor brings a unique combination of frontline clinical experience, executive health service leadership and board governance. She has a particular interest in clinical risk, medical professionalism, digital transformation, medical workforce governance, and improving the quality and safety of healthcare.

Dr Windsor is a member of the MDA National Group's Nominations and Remuneration Committee.

Dr Genevieve Yates was elected to the Mutual Board in November 2021. She also serves on MDA National Insurance's Cases (Eastern) and Clinical Underwriting Committees.

For the past twenty years, Dr Yates has worked as a GP in regional Queensland, NSW and Victoria and is currently practising in Ballarat, Victoria. She has combined clinical work with various medical educator, regulatory, medical writing, management and leadership roles. She worked full time as RACGP's General Manager of Education from January 2020 to March 2021.

Dr Yates’ previous positions include Principal Medical Education Advisor for the RACGP, the RACGP Queensland Censor, Chair of the RACGP Expert Committee Pre-Fellowship Education, a performance assessor for AHPRA and Associate Director of Training at North Coast GP Training. As a member of the MDA National facilitator team since 2013, Dr Yates presented over 100 medicolegal educational sessions for MDA National and sat on the Educational Services Advisory Group (ESAG) from 2013-19.

Dr Yates likes to combine medicine and creativity, and has had several short stories, a novel and a play published, a short film produced, and five plays as well as a musical staged.
